SAN LUIS OBISPO, California — October 23, 2026. Property owners and neighbors reading city planning notices should pay close attention to one distinction: an application under review is not a final building approval. The City of San Luis Obispo’s 2026 administrative notices offer concrete examples involving accessory dwelling units (ADUs), exceptions and other property modifications.

Three examples from this year’s public record

In a July 15 notice, the city listed a proposal at 655 Grove Street to review an addition to a nonconforming structure and creation of an ADU. The notice included a case number and described the project as categorically exempt from environmental review. That notice told the public the Community Development Director would act no earlier than July 27; it did not establish the director’s eventual decision.

A June 17 notice involved a proposed ADU size exception on Mill Street, with a separate night-work request elsewhere downtown. An April 15 notice discussed an attached ADU conversion on Johnson Avenue. Those notices are records of applications and possible administrative actions, not proof that work has been built or even ultimately approved.

How to investigate a property question

Start with the case number, address and notice date. Identify what is being requested, the zoning designation and which code section or discretionary exception is under review. Look for the staff report, subsequent decision and any appeal or amended application. A neighbor may have concerns about parking, trees, hazards or setbacks, while an applicant may seek certainty about objective standards. The actual recorded decision matters more than either side’s assumptions.

These city notices described a window to appeal an administrative decision within 10 days after the director’s action, with the required fee. The appeal period for the 2026 examples may already have closed; do not rely on their historic dates as a current deadline. Check the operative code and current decision notice for any new case.

ADUs and the housing supply

Secondary residences can provide opportunities for family housing, rental space or additions to existing lots. They also present practical questions about fire access, utilities, construction disruption and relationships to existing buildings. Not every listed application raises the same issues, and a categorical CEQA exemption does not automatically settle every local building requirement.

Where readers can look next

The city’s official administrative notices list the Community Development Department at 919 Palm Street, telephone 805-781-7170, and planning@slocity.org. Anyone planning to build should obtain parcel-specific guidance; this article is not a legal approval.
